Kremlin Reports U.S. Negotiators Headed to Moscow
Russian President Vladimir V. Putin is considering a proposal from the United States and Ukraine for a 30-day cease-fire.

U.S. and Russian representatives are anticipated to convene in Moscow on Thursday, as President Vladimir V. Putin considers a 30-day truce proposal put forth by the United States and Ukraine.
Dmitri S. Peskov, the spokesperson for the Kremlin, informed journalists around noon Moscow time on Thursday that U.S. representatives were on their way.
"Mr. Peskov confirmed that negotiators are arriving and meetings are scheduled. 'We won't jump to conclusions — we'll discuss it once everything is concluded,' he stated."
Not long after Mr. Peskov made his statements, Russian media outlets announced that an aircraft commonly utilized by Steve Witkoff, the Middle East envoy for President Trump, had arrived in Moscow from Qatar. This marked Mr. Witkoff's second trip to Russia within a matter of weeks. In the previous month, he spent several hours in discussions with Mr. Putin during his visit to Moscow to complete the prisoner swap that resulted in the release of Marc Fogel, an American teacher who had been imprisoned in Russia.
Ukraine expressed its willingness to support a temporary halt to hostilities if Russia agreed to do likewise.
On Thursday, Mr. Peskov mentioned that Russia would provide its reply to the cease-fire proposal only after discussions with the United States, during which American representatives would present the plan with greater detail. Mr. Trump stated that he intended to have a direct conversation with Mr. Putin sometime this week.
Mr. Peskov stated that once we obtain this information through direct discussions rather than media channels, we will then have the opportunity to consider it and develop a stance.
Additionally, on Thursday, President Putin is anticipated to have a meeting with Aleksandr G. Lukashenko, the authoritarian leader of Belarus, a neighboring country. These two strong allies are set to conduct a press briefing where President Putin might address the proposal for a 30-day ceasefire for the first time in public, according to a report from Tass, the state news agency of Russia.
As Moscow's military ramped up efforts to drive Ukrainian troops from Russia's Kursk region, a border area seized by Kyiv's forces in a surprising advance last August, diplomatic activities intensified.
